Son of David Hoover of Virginia and Lucinda Oliver of Virginia.
Brother of Margaret Lynn Hoover Wilson, Elizabeth Adis Hoover Ralph, and James Thomas Hoover.  G.W. Hoover married Mary Elizabeth Rolin/Roling Feb. 6, 1873 Grayson County, Texas.  Mary was born 1854 Tenn. and appears in 1880 Cooke County Census Texas, so she must have died between 1883-1894.
